County Executive Ed Day Submits 2022 Proposed Budget to Legislature
No Increase to County Property Taxes
New City, NY, – Rockland County Executive Ed Day unveiled the 2022 Proposed Budget which does NOT include a property tax increase, layoffs, or program cuts. The County Executive detailed the proposed $774,895,030 spending plan at the Allison Parris County Office Building in New City.
County Executive Day detailed many of the challenges Rockland has faced since 2014 including a $138 million budget deficit he inherited when first taking office, a nearly year-long measles outbreak and the COVID-19 pandemic.
“Through it all we have fought, we have sometimes struggled, and we have over and over again made the hard choices. Our dedicated and hardworking employees have made do with less. But we have found new and innovative ways to get the job done despite these hurdles. We have done the work, and it is paying off as we turn the corner and move forward with Rockland’s renaissance,” said County Executive Day.
The County of Rockland has recovered from a $138 million deficit in 2014 to a $92 million fund balance or surplus at the end of 2020. The County Executive credited conservative budgeting, responsible economic growth and the hard work, insight and creativity of county employees for this incredible turnaround.
“When the pandemic struck, we acted immediately. Our Department Heads, including the elected offices of the Sheriff, the District Attorney and the County Clerk took action to mitigate the financial impacts by implementing austerity measures, instituting a hiring freeze, applying for FEMA Disaster Assistance, and reducing our Capital Borrowing. This was a whole government approach, and in a bi-partisan fashion, Rockland closed ranks to protect our residents, our businesses, and your tax dollars,” said County Executive Day.
These protective actions coupled with a rebounding economy in 2020 resulted in County government underspending by $65 million and adding an additional $25 million to fund balance or surplus despite a $40 million decrease in revenues.
The 2022 Proposed Budget includes:
- $10 million for the Open Space program which has a goal of acquiring areas of scenic beauty, environmentally sensitive lands, farms, and Hudson River waterfront areas.
- $8 million in a contractual reserve to settle open union contracts.
- $2.5 million for the renovation of the current highway garage in New City.
- $467,000 for possible increases in funding to nonprofit contract agencies and 224 agencies.
County Executive Day concluded the Budget announcement by reiterating his commitment to fiscal responsibility and refusal to put off costs or difficult decisions onto future generations.
“We will continue our prudent and protective practices. We will not stop looking for ways to improve efficiencies while eliminating delays and unnecessary costs. We will rebuild Rockland so that it works better for every one of our residents. And we will continue to do so in sustainable ways to preserve our county for future generations. We are building resiliency so that we can handle whatever comes next. Whether that be another unknown disease, economic crisis, or climate change event. We are not nearly finished with the renaissance of Rockland County government,” concluded County Executive Day.
Budget Timeline:
- By October 1 – County Executive must submit Proposed Budget to County Legislature.
- By November 20 – County Legislature must hold a public hearing on the Proposed Budget.
- By December 7 – County Legislature must adopt the Budget and/or submit changes to the County Executive. If the Legislature takes no action, the budget is deemed adopted. If the Legislature amends the proposed budget; it goes to the County Executive for review; he has five working days after receipt of the amended version to veto. He has line-item veto power.
- By December 20 – County Legislature must override, or the amended version with any vetoes becomes the budget. It takes a two-thirds vote per veto item to override that veto (Two-thirds is 12 votes).
Clover Heating &Cooling Kicks Off 35th Anniversary Celebration with Large Donation; Founder Honored by Several
Sleepy Hollow, NY) October 1, 2021 — With more than 1,000 people in attendance, Clover Heating & Cooling kicked off their 35th Anniversary celebration at the JP Doyle block party held in Sleepy Hollow on September 18th when owner Anthony Marmo, presented a check for $3,500 to Sister Susan Gardella of the Religious of the Sacred Heart of Mary (RSHM) Life Center. The donation is being made in memory of Anthony’s dear friend, Sister Bernadette Donaghy, RHSM who passed away in 2013. The Life Center, which was started in 1995, delivers a wide variety of programs to the immigrant community and beyond, serving toddlers to seniors.
Once on stage, Marmo received the distinct honor of having September 18th named Anthony Marmo Day in Sleepy Hollow by Mayor Ken Wray. He was also presented with a certificate from NYS Assemblymember Thomas Abinanti who spoke of Marmo’s dedication and commitment to the community. In addition, Marmo received certificates from Westchester County Executive George Latimer, Legislators Alfreda Williams and Catherine Borgia.
During the block party, Clover Heating & Cooling also hosted a 50/50 raffle with all proceeds going directly to the Life Center. Nicky Bell of JP Doyle’s won and donated his half back which added another $1,715 to the total donated to the Life Center.
Marmo and his staff also donated 35 backpacks for local students, in partnership with the Brielle Sky Foundation, Sleepy Hollow Police Department and Tarrytown Police Department in the month of August. The backpacks were distributed to the children at the Tarrytown Community Opportunity Center. An additional 35 backpacks are being donated to the Westchester Community Opportunity Program (WestCOP), and 35 more will be donated to RSHM.
In November, Marmo and his staff will donate 35 turkeys for Thanksgiving to WestCOP from the Community Opportunity Center in Tarrytown. WestCOP is a private, not-for-profit, multi-purpose social services organization that operates community programs combating poverty and its adverse effects in the Hudson Valley for over 50 years helping the low-income and at-risk populations in the Hudson Valley region to achieve greater self-sufficiency.

Senators Skoufis and Reichlin-Melnick Applaud $773K Funding for Improved Emergency Communications
Senators James Skoufis (D-Newburgh) and Elijah Reichlin-Melnick (D-Nanuet) touted $772,788 in state funding awarded to Rockland County for improved operability of emergency communications. The funding will enable local governments to expand communication, exchange valuable data, and streamline information to better equip first responders during emergencies.
“Our increased exposure to major weather events such as Superstorm Ida has a lot of residents wondering what local municipalities can do to stay connected and ahead of the game,” said Senator Skoufis. “Local governments and their residents shouldn’t have to fend for themselves. This critical funding will provide Rockland County with an informational lifeline when it counts, allowing emergency service departments to better collaborate, communicate, and save lives.”
“In an emergency situation, residents need to know that local police, fire, EMS, and governments are in direct and constant communication with each other to ensure they are in control of the situation,” said Senator Reichlin-Melnick. “This three-quarters of a million dollars in funding will ensure that emergency service providers are collaborating efficiently and effectively – because in an emergency situation, seconds count.”
The State Interoperable Communications Grant, administered by the Division of Homeland Security and Emergency Services, has awarded $472 million over nine rounds since December 2011. Eligible counties can use the funding for a variety of functions relating to improved capability, operating procedures, communications systems, and infrastructure.
Senators Skoufis and Reichlin-Melnick remain committed to supplying emergency service providers and local municipalities with the tools they need to keep residents safe and healthy.
