Upper Nyack

Upper Nyack is a village incorporated in 1872 in the town of Clarkstown, Rockland County, New York, United States. It is located north of the village of Nyack, east of Valley Cottage, south of Rockland Lake State Park, and west of the Hudson River. The population was 2,063 at the 2010 census.[3]

Upper Nyack has a Village Hall and a village law court, located in the same building on North Broadway. Upper Nyack is also home to the Empire Hook and Ladder Company No. 1, established in 1863, one of eight fire companies in the Nyack Joint Fire District.

Fall Paving to begin in Upper Nyack on Monday, November 14th

Tilcon will be starting on the “south side” of the Village before moving over to High Ave and Main Street by mid-week. All construction dates are weather dependent and updates will be posted on the village website, Facebook and email newsletters.

Milling is scheduled for Monday 11.14.22, Tuesday 11.15.22 and Wednesday 11.16.22.

Paving will begin on Friday 11.18.22 and continue Monday 11.21.22 and Tuesday 11.22.22.

The following is a list of streets scheduled for paving:

  • Prospect Street from Depew Ave to Cedar Hill Ave
  • South Mill Street from Depew Ave to Cedar Hill Ave
  • Hudson Ave from Broadway to Summit Street
  • High Ave from Franklin Street to Broadway
  • Main Street from Midland Ave to Franklin Street

For residents, a few simple requests:

  • No leaf piles on the streets – please!
  • All cars must be off the streets by 6am and out of driveways if needed. Access may be blocked at times and for hours after the paving.
  • Trash will be collected on schedule, leave cans on the sidewalks or driveways – not in the roadway.
  • Please follow the directions of traffic flaggers – do not attempt to drive around barricades or closed roads.
  • Alternate side regulations will be lifted on side streets during construction for residents convenience – see parking map here.
  • Village lots on Main Street will be available free of charge for residents displaced by the paving project.

Update on Rockland Community Power: Upper Nyack’s Clean Energy Program

The Village of Upper Nyack is proud to continue participation in Rockland Community Power, an energy program that provides our residents with cleaner and competitively priced electricity. Since November 1 2020, we have joined together with other Rockland communities to leverage the collective purchasing power of our residents and small businesses to negotiate better terms for electricity supply through our Rockland Community Power program. From November 2020 through September 2022, participants in Rockland Community Power collectively saved over $9.4 million. 

New Supply Offering

We are pleased to announce that the new supply offer will be available as of April 1, 2023. There are two fixed-rate electricity supply options through the Village program:

1) 100% Renewable Energy at $0.13068/kWh including Gross Receipts Tax

2) Standard Energy at $0.11410/kWh including Gross Receipts Tax

Gross Receipts Tax (or GRT) is always a part of your electricity bill in the village whether or not you participate in the CCA program. 

You may choose between these supply options or opt out of the program. The Village has chosen the 100% Renewable Option as the default. Eligible residents and small businesses will automatically be enrolled in the 100% Renewable Option unless they choose the Standard Option or opt out of the program.

Timeline

The Rockland Community Power electricity supply offer in your community will be on a temporary hiatus during the winter months, following the expiration of the most recent contract on October 31st, 2022.  If you were a participant in the program, you received notices from Rockland Community Power and ORU in October 2022, switching you back to ORU supply for the length of this hiatus. In the coming months, all eligible residents and small businesses will be notified by mail with information about the program’s new contract, choices and how to opt-out of the upcoming electricity supply offer through this program. Participants cannot change their selection or opt-out of the program, until those letters arrive in the spring.

Community Choice Aggregation

Rockland Community Power is empowered by community choice aggregation (CCA), a NY State policy that enables the Village to determine our own default energy offering, rather than accept the NY State and local utility default. Community choice provides access to renewable electricity at competitive prices with reduced volatility through a fixed rate contract. Participation also provides consumer protections, requires no action by those eligible to participate, and benefits appear directly on monthly ORU bills.

While all eligible residents and small businesses are automatically enrolled, they can choose not to participate. ORU continues to be responsible for electricity delivery, billing, and repair services for all utility account holders, regardless of their program participation.

Upper Nyack has selected Joule Community Power (CCA Program Administrator) to implement our community choice program.

The Board of Trustees Regular meeting will be held as a hybrid meeting on Thursday, November 17th at 7:00 pm at Upper Nyack Village Hall, 328 North Broadway, Upper Nyack NY. 

Trustees experiencing Extraordinary Circumstances who cannot attend the meeting in person may attend and participate in the meeting via Zoom video conferencing.
